[Rpm-maint] [rpm-software-management/rpm] Add rpm-dependencies(7) man page (PR #4190)

Try to gather everything there is to know about rpm dependencies into one place for easy reference, previously scattered around the "reference manual" in different ad-hoc formats.

Redirect all the old sources to the new man page.
