[Rpm-maint] [rpm-software-management/rpm] Changes to RPM version semantics and release cycle (Discussion #4193)

I will just note that, as alluded to above, the next release (6.1) will already follow the new semantics ("do not break things"). This is thanks to the fact that we've been trying to keep things on the master branch stable, at least since the branching point of 6.0.
