[Rpm-maint] [rpm-software-management/rpm] find-lang.sh: Put one lang variants altogether when --generate-subpackage (PR #4192)

CI faced some problem. I tested under my fedora 44 environment and the tests passed.

But I see the test result:
```
be at latin /usr/share/man/be at latin/man1/find-lang-test.1.gz
de /usr/share/man/de_DE/man1/find-lang-test.1.gz
```
For 'de_DE' item, its %FILELANGS removed _territory part, but not for 'be at latin'. This doesn't make rpmbuild error but seems inconsistency.
