We should really build our base image *and* push it somewhere, from where we could pull it in our CI runs. There's no point in rebuilding the base image every time the CI runs (costs time and resources, although the latter is, at least for now, not on us). But more importantly, it causes random breakages whenever the Fedora image and/or some packages get updated in an incompatible way to our test environment, which we encounter quite regularly, most recently in #4198.
