[Rpm-maint] [rpm-software-management/rpm] Introduce new READINS dir & move debuginfo manifests there (PR #4293)

Didn't look in any detail yet, too vacation hazy for that, but just a quick comment: adding a whole new directory for these is actually a nice idea - that way conflicts are not unlikely, they cannot possibly exist. Not sure about the name though, always the tough part :laughing: 

Is this supposed to be only for %files manifests? If not, what else?
