[Rpm-maint] [rpm-software-management/rpm] Introduce symbol versioning to all rpm libraries (PR #4255)

With symbol versioning, a symbol that's not in the version files will just not be exported at all. Ie, it's not possible to accidentally export unversioned symbols because the versioning implies hidden visibility by default.
