[Rpm-maint] [rpm-software-management/rpm] Configure CodeRabbit (Issue #4302)

dmnks created an issue (rpm-software-management/rpm#4302)

The default is overly verbose and just obnoxious. Per-repo configuration is [done](https://docs.coderabbit.ai/configuration/configuration-inheritance) by committing a `.coderabbit.yaml` file but we'd like to avoid that (at least for now), so let's consider adding a `coderabbit` repo instead (with such a file) to the GH org, which our repo will then inherit.
