[Rpm-maint] [rpm-software-management/rpm] fix: chdir after chroot so cwd is valid inside --root transactions (PR #4305)

Chroot installs are one of the most used features of rpm. So pardon me but I'm *a little* skeptical of this.

The current code has been that way for years, decades basically, and working for everybody else. How does one reproduce this alleged crash?
