[Rpm-maint] [rpm-software-management/rpm] Document locale support for Summary, Group and %description in spec (Issue #4103)

**Describe the bug**
I'm currently working on [tree-sitter-rpmspec](https://gitlab.com/cryptomilk/tree-sitter-rpmspec/). I got a but report that locale support is missing, and the reason is that it is only documented in https://rpm.org/docs/6.0.x/manual/tags.html as i18nstring. But not in https://rpm.org/docs/6.0.x/manual/spec.html

Summary(<locale>): ...
Group(<locale>): ...
%description -l <locale>
```
