I get that you're dealing with multiple signatures. The question here is: what exactly is it that you are missing from rpm? That is not at all obvious to me. 

Like said, rpm itself uses the existing low-level bits and pieces to work with multiple signatures. So it's possible for rpm's own needs. But if your needs are different then you need to explain what is missing.
