[Rpm-maint] [rpm-software-management/rpm] Add optional build step for clang and use it in CI (Issue #4104)

dmnks created an issue (rpm-software-management/rpm#4104)

#4070 shows that it's a good idea to routinely build rpm with clang instead of gcc. We can do that by adding another (optional) step to the Dockerfile and enable it in the CI.
