[Rpm-maint] [rpm-software-management/rpm] Locale name length is limited to 32 chars (Issue #4114)

This is a historical limit that seems quite arbitrary. There's now at least one use case where this causes a build failure: https://bugzilla.redhat.com/show_bug.cgi?id=2437509

Let's consider just bumping this limit or removing it altogether.
