[Rpm-maint] [rpm-software-management/rpm] Add some cmake-presets(7) and test clang builds in CI (PR #4118)

Hmm... except, only having toolchain presets is not enough because we may need to control the other configure options in those presets as well, and thus couldn't pass those options to cmake on the CLI. So this PR isn't that far from what we want, after all. I'll give it another try then.
