[Rpm-maint] [rpm-software-management/rpm] Add some cmake-presets(7) and test clang builds in CI (PR #4118)

Pushed a simplified version:
- Dropped the `debug` preset (wasn't really that useful on its own anyway)
- Dropped the fedora-related presets
- Dropped the "fast" variants (not super important right now)
- Dropped the `release` and `website` presets (not super important right now)
- Kept `WITH_DOXYGEN` in the `full` preset (it's an "everything" build after all)
