[Rpm-maint] [rpm-software-management/rpm] Add posix.statvfs to rpmlua (PR #4122)

Add the statvfs function in rpmlua's posix module.

Sample use case: Determine whether or not there is enough space in a target filesystem before doing the pretrans "replace a directory with a symlink" routine.
