[Rpm-maint] [rpm-software-management/rpm] Incorrect parsing of `%description` block (Issue #4121)

Discussed this with the team, and we agree on that it should be possible to use # freely in a text intended for human consuption. How to achieve that is a separate topic though, this is not a simple bug because of the gotcha above. So considering this as an RFE for some means for the packager to indicate their intention. And perhaps warn on ambiguous use as well.
