I presume you're trying to pull a newer rpm-sequoia in? Changing the container registry wont help, the CI runs without updates. The place to do it is https://github.com/rpm-software-management/rpm/blob/d7611817df23ab45bb5eb1e47d287317329b3e8d/tests/Dockerfile.fedora#L58
