+This works implicitly if a package ships one or more files in this format under
+*%\_sysusersdir* (typically _/usr/lib/sysusers.d/_). RPM will then automatically

The way I tend to look at this rpm feature myself is more like 2. above, i.e. that it's just re-using a declarative format established by systemd, and takes advantage of the systemd infrastructure to make this seamless on systemd platforms, but isn't tied to systemd in any special way otherwise.
