I'm guessing that libarchive only knows the CPIO based format of RPM. With RPMv6 formatted packages, it is no longer a CPIO archive (see a93bf67a40aba1a849ed17c1abb1c13eab717b9f).

The libarchive project needs to add support for the non-cpio rpm archive format that has existed since RPM 4.12, as that's the core of the RPM v6 file format.
