pmatilai created an issue (rpm-software-management/rpm#4091)

Inspired by #4090 : some buildsystem sections are designed to be overridable (like our global default `%prep`) and there could be other similar cases. However some buildsystems are likely to be tightly bound to details done by other steps, and would just break in an incomprehensible manner if parts are overridden.

It should be possible for buildsystems to indicate which parts are overridable by design, and which are not.
