>From what I've been able to gather, Anaconda does use `authselect(8)` to configure NSS (and PAM) in the target environment (`/mnt/sysroot`) but it does that *after* package installation. That means, even if RPM allowed for using NSS from the host when installing to an alternate root, it wouldn't change anything here since the installer environment won't ever be configured for it anyway. Thus, the current behavior (file-based lookup when inside `--root`) that we're also keeping in this PR is indeed the most sensible one.
