Indeed. Basically, at system installation time, only system users from packages (e.g. `setup` or other packages that create users/groups, including the newly supported `sysusers.d(5)` entries) are handled by Anaconda/RPM. Any packages that ship files to be owned by non-system users or groups (as may be the case in e.g. an enterprise environment with network services such as LDAP) should be installed after the fact, at system runtime, once it's properly configured for NSS. The semantics is now pretty clear, thanks for confirming, @M4rtinK!
