[Rpm-maint] [rpm-software-management/rpm] Document signature verification policy and output (Issue #4092)

pmatilai created an issue (rpm-software-management/rpm#4092)

This area was always largely undocumented with weird gotchas, but it all got an order of magnitude more complicated with the introduction of multiple signatures.

Document the policies implemented for #3996 and how to interpret the `rpmkeys` output (related to #3303 and all)
