[Rpm-maint] [rpm-software-management/rpm] System provided users and groups don't honor --root (Issue #4094)

The system user/group provides mechanism added in 3617d160eb6a1a8a95689db5eb5648355ea60c2a fails to consider --root, it always uses the "host" user/group info. This is, obviously, critically broken.
