[Rpm-maint] [rpm-software-management/rpm] rpmtxnImportPubkey() assumes just OK/FAIL return from pgpPubKeyLint() (Issue #4096)

pmatilai created an issue (rpm-software-management/rpm#4096)

We want rpm-sequoia to return NOTTRUSTED from pgpPubKeyLint() for keys using disabled algorithms, but current rpm code does not pass that return value onwards, it just returns FAIL so API users cannot decide for themselves what to do in that situation.
