[Rpm-maint] [rpm-software-management/rpm] Reflect pgpPubKeyLint() error code in rpmtxnImportPubkey() return (PR #4100)

Add a special purpose test program for rpmtsImportPubkey() return value because the detail gets lost in rpmkeys --import.

I wasn't able to find a case where pgpPubKeyLint() returns an error now so this change of behavior is not reflected in any tests :-/
