[Rpm-maint] [rpm-software-management/rpm] rpmuncompress: Add support for CAR files (PR #4109)

Please add a test-case as well - some trivial sized binary .car file in misc/data/SOURCES/ and rpmuncompress invocation on it will do.

Another issue is that the binary name `car` is ambigious, on Fedora there's already a binary by that name that does something rather different: "car - crytographic archiver." (from ucommon-bin package).
