I too had a look at a slightly older set of Fedora specs earlier. Amusingly, the *second* spec out of 24340 I looked at had comments intended for %prep in %description. After that I don't think I found anything, but this was by random sampling rather than programmatic look, no doubt there are more.

But it's quite clear to me we can't "just change it". One possibility could be a flag to %description that disables any comment processing - that would allow the case in this ticket with minimum fuss, and without introducing complicated rules about how and where comments are processed inside %description.
