Those minor nits aside, I quite like this now.

The newly added PORTABILITY section manages to not mention the default, I guess intentionally because the situation *is* a bit muddy. We talk about being systemd first, but then default to the portable script instead. So this just makes me think that we really should default to systemd-sysusers as I originally intended, and that would then clear it up wrt the PORTABILITY section too. But changing that belongs to another PR, there's no need to change this now - both cases are adequately covered now.
