Yeah. Unfortunately at this point I doubt that the current behavior could be changed?
I discovered this because I was re-using the `flags` variable that was being used throughout this code, which had `HEADERGET_EXT` set unknowingly. I'm not actually doing verification here (although the consumer of the API might) but it was surprising to get back multiple signatures from a V4 RPM.
