[Rpm-maint] [rpm-software-management/rpm] Backport multiple signatures to 4.20 (PR #3715)

The idea was to backport v6 signature support to rpm 4.20.x upstream, but we lack the manpower to do much on the 4.x front anymore. It was all backported to RHEL 10 as a part of the PQC effort there though.
