[Rpm-maint] [rpm-software-management/rpm] Backport multiple signatures to 4.20 (PR #3715)

This came up in https://github.com/rpm-software-management/createrepo_c/pull/477 : we should at least backport the tag to the next 4.20.x update so that it's possible to inspect the v6 signature data, if nothing else.
