[Rpm-maint] [rpm-software-management/rpm] Add support for defining literal macros via a new modifier syntax (PR #4129)

To make this easier to review, removed the one-shot macro support. So this is now just about adding the new `<>` modifier syntax to support the existing literal macro functionality, which was previously only accessible through the C API.

I'll submit the one-shot thing (#1155) as a separate PR once this is merged.
