[Rpm-maint] [rpm-software-management/rpm] Requires(pre) should propagate along dependency graph (Issue #4141)

When that happens, you (Almalinux in this case) have one or more unresolvable dependency loops in that package set. It's not something we can fix, it needs to be fixed in the package set.

The flaw on rpm side is that dependency loops are invisible by default (#2941), and then we get these kind of bug reports. It's not exactly rare.
