Loops are sneaky, they are sooooooo easy to accidentally introduce. That early "bootstrap" set of packages (glibc, bash etc) is particularly vulnerable.

And like noted, while the silent loop cutting is intentional in RPM, it is indeed rather terrible behavior. I intended to do something about it last year but it got buried under more critical stuff.
