[Rpm-maint] [rpm-software-management/rpm] Fix some wording in sysusers man page (PR #4147)

Disambiguate the sentence about package-level dependencies, by adding "then" to make it clear that the CLI priority in systemd-sysusers is only an issue when --replace is *not* used.
