[Rpm-maint] [rpm-software-management/rpm] docs: add SHA3-256 header digest to signatures_digests (PR #4150)

Add RPMTAG_SHA3_256HEADER to the digest tag documentation in signatures_digests.md. This tag is already documented in format_v6.md but was missing from the signatures and digests reference.
