[Rpm-maint] [rpm-software-management/rpm] RFE: support -g(lobal) and -e(xpand) options to %define (Issue #4163)

Lifting the idea from https://github.com/rpm-software-management/rpm/issues/1155:

`%global` is a blunt hammer, sometimes you'd just want one or the other of its side-effects. We should add these as options to the `%define` built-in instead:
- `-g` to place a macro in the global context
- `-e` to expand at the time of definition
- `%define -ge` is exactly the equivalent of using `%global`

Probably worth having a look at #1314 when adding, but not a blocker.
