[Rpm-maint] [rpm-software-management/rpm] Ensure unique tags in signature header (#1570)

v6 packages use RPMSIGTAG_RESERVED which equals HEADER_SIGTOP, and tags above that are ignored (aka not merged).

This ticket is a fine example of an overly open-ended ticket that can never be closed as a consequence 😆
