[Rpm-maint] [rpm-software-management/rpm] Add RPMTRANS_FLAG_NODIGEST (Issue #4201)

socketpair created an issue (rpm-software-management/rpm#4201)

We have `RPMTRANS_FLAG_NOFILEDIGEST` for a while. Please add `RPMTRANS_FLAG_NODIGEST`

So, after that, in DNF I can use `tsflags=nodigest` to be able to turn off this feature.
