[Rpm-maint] [rpm-software-management/rpm] Move %{S:} and %{P:} to spec-only auxiliary macros (Issue #4206)

pmatilai created an issue (rpm-software-management/rpm#4206)

The %{S:} and %{P:} macros are nothing but shortcuts for %SOURCE and %PATCH, and make no sense outside a spec. Now that we have auxiliary macros, we can actually make spec-only.
