[Rpm-maint] [rpm-software-management/rpm] Move %{S:} and %{P:} to spec-only auxiliary macros (Issue #4206)

Similarly %autosetup should only be available in %prep, and if we made it an aux macro like %setup itself is, it could handle multiple -a and -b options.
