[Rpm-maint] [rpm-software-management/rpm] RPM 6.1.0 RC1 released! (Discussion #4209)

This is the first release candidate of RPM 6.1. We are moving to a new release model inspired by the Linux kernel and its stability guarantee, and 6.1 is the first one to follow it. Therefore, we are skipping the alpha/beta snapshots and shortening the cycle. Highlights of the upcoming 6.1 release include:

* Improved keystore locking mechanism
* Restored NSS-based user/group lookups by default
* Support for literal and one-shot macros through a new macro modifier syntax
* New `%define` options for expansion at definition and global context
* Improved and fixed build and verification error handling
* Improved usability of `rpm-plugin-syslog(8)` with systemd journal
* Fixed Clang compilation errors and warnings
* New man pages

Despite the attempt to bring some sanity to our pre-release numbering scheme (through #2477), we are keeping the old (and arguably a bit awkward) numeric scheme for the time being, due to the various (CMake) complications that would stem from changing it. Therefore, this RC1 release has the formal version of 6.0.91, and we'll bump the last component for the subsequent release candidates (if any), as per usual.
