[Rpm-maint] [rpm-software-management/rpm] Don't override base image in native mode (Issue #4213)

I've realized that *not* overriding the `FROM` would be too restrictive since it would require the host to match the same Fedora release as in the Dockerfile (and fall back to containerized builds otherwise). That means, somebody would always be "locked out" because not all developers upgrade their workstations at the same time.

Instead, let's keep overriding but make that more explicit, which is what #4214 attempts to do.
