[Rpm-maint] [rpm-software-management/rpm] Match Dockerfile against OS version too (PR #4214)

I'm keeping this as a draft since I'm not entirely convinced I like this :sweat_smile:. The reason is the additional symlinks, which look like this:

```
Dockerfile -> Dockerfile.fedora
Dockerfile.fedora
Dockerfile.fedora-43 -> Dockerfile.fedora
Dockerfile.fedora-44 -> Dockerfile.fedora
```
