[Rpm-maint] [rpm-software-management/rpm] Add rpm-dependencies(7) man page (PR #4190)

Let me know if there's something that would make the review seem less of a mountain. 

One idea could be marking the old documentation deprecated and linking to the new man page instead of just deleting it all in one go. That way if something is missing in the manual, the info is still somehow available. OTOH it's not like the old docs didn't miss a thousand things that are now covered :sweat_smile:
