This is actually a documented requirement, from https://github.com/rpm-software-management/rpm/blob/master/include/rpm/rpmts.h#L260 

> Before calling rpmtsRun be sure to have:
>    - setup the rpm root dir via rpmtsSetRoot().
>    - setup the rpm notify callback via rpmtsSetNotifyCallback().
>    - setup the rpm transaction flags via rpmtsSetFlags().

Now, the requirement to run rpmtsSetRoot() sure seems dumb. But I also remember trying to eliminate that requirement way back then and there were dragons. I've no idea whether those dragons still exist.
