[Rpm-maint] [rpm-software-management/rpm] Backport multiple signatures to 4.20 (PR #3715)

It's coming increasingly clear that this backport is not going to happen upstream for a branch that is in reality deep into maintenance maintenance mode. While this PR was considered approved at the time, there have been any number of important updates to the related code since then that would have to be backported as well.

Splitting the tag backport to the 4.20.2 milestone item and dropping this, we have enough PR's hanging around as it is.
