Just pass custom flags to the compiler with CFLAGS/CXXFLAGS.

`-Werror` is only really intended for developer builds. It makes little sense elsewhere because the warnings are always specific to a given compiler+version combo/range used during development, and outside that it only becomes a major PITA with no benefit.
