The Python bindings are built with Python3_add_library(), which creates a MODULE library linked against Python3::Module, and _rpm is compiled against the stable ABI (Py_LIMITED_API). Nothing in the tree links against libpython, so the interpreter resolves those symbols when the module is loaded.
Requesting the full Development component also implies Development.Embed, which requires the Python shared library to be present at configure time. That makes the build fail on distributions that ship the Python headers separately from libpython, even though rpm never embeds an interpreter.
Development.Module has been available since CMake 3.18, which is already rpm's minimum required version.
